Former FLOCK prez charged with cruelty
Nevada prosecutors have accused the former president of FLOCK (For the Love of Cats and Kittens) of animal cruelty, saying it was her neglect that created nightmarish conditions for more than 800 cats at the desert compound.

Last July, the overwhelming scope of the problem led local authorities to seek help from Best Friends, which launched a successful campaign dubbed the “Great Kitty Rescue.”

On March 13, the Nye County district attorney filed 13 counts of misdemeanor animal cruelty against Sharon “Sheri” Allen. The law under which she was charged prohibits anyone from depriving an animal of necessary food or drink, abandoning an animal, or engaging in an act of cruelty against an animal.

If convicted, she would face maximum penalties of up to six months in jail, 120 hours of community service and a fine of $1,000 on each count. She is scheduled to be arraigned April 14.

Allen previously was charged with animal cruelty in the wake of the FLOCK revelations when investigators found 125 sick and malnourished animals – including 114 cats – at her home. A judge ordered them turned over to Best Friends, and we transported them to our sanctuary in southern Utah.

“It’s important to ensure that this kind of horror won’t just start up again,” says Best Friends president Michael Mountain. “And a case like this can set a precedent that will encourage other local authorities to take action when they come across other hoarding situations.”

Best Friends has drafted and sent to Nye County officials a model ordinance that would create a separate crime of animal hoarding, with penalties to include mental health counseling, a restriction on owning cats and routine inspections.

“Our ordinance recognizes the unique nature of hoarding as animal abuse,” says Best Friends general counsel Russ Mead. “This is not law now, but we hope Nye County will adopt an anti-hoarding ordinance.”

A volunteer tipped off county officers to the inhumane conditions inside the two-acre facility in Pahrump. The compound, surrounded by a 12-foot-high fence topped with barbed wire, was inhospitable desert landscape where the temperature often soared to 120 degrees.

Most of the cats were severely malnourished, some near death. They suffered from upper respiratory illnesses as well as ear mites, tapeworm, rotten teeth and gums, open wounds or eye infections. At least 40 died because they were so sick and weak.

“This is the worst I’ve seen in terms of animal cruelty and neglect,” says Mead, who was on-site at the beginning of the rescue. “When we got there, your eyes would water from the smell of urine and feces, and there were thousands of flies in every building.”

Best Friends was asked to document each cat’s condition and turn over the information, including photos, to prosecutors. At the time, district attorney Bob Beckett said that if crimes were committed, he would prosecute “to the fullest extent.”

Although the cats were purported to be ferals who were trapped in the desert or brought in from the streets, Best Friends animal behavior consultant Sherry Woodard says many were simply frightened pets who behaved like feral cats because of the conditions at the compound. In fact, several were identified as missing from their families and returned.

FLOCK president Maggie Ward accused Allen, her predecessor, of mismanaging the shelter. “We didn’t know about it for a long time,” Ward says, “because she wouldn’t let volunteers into the facility. She kept it locked and changed the locks every couple of weeks.”

Allen denied the allegations, saying that when she resigned, the sanctuary was clean and the cats were healthy.

Nonetheless, it was left to dedicated volunteers and devoted Best Friends staffers – who slept in the cat buildings or spent weeks at a time living in RVs or tents – to clean the facility, build shady areas to protect the cats from the heat, set up a triage system and two cat hospitals, vaccinate the animals, treat infections and wounds, and transport dozens of very ill cats to area veterinarians.

All the cats have now been moved from the FLOCK compound. Thanks to a series of successful adoption events, most have gone on to forever homes, and the rest were brought to the Best Friends sanctuary for special care.

As long as these crimes are classified as misdemeanors instead of felonies, hoarders will continue on their merry way.

It seems incredible that after all this time only now is the case is going to court. Justice is even slower than change. Let us hope and pray that right prevails. Maybe we should have Marion include this case in the Monday candle ceremony!

It should the whole FLOCK group that gets prosecuted not just Sheri Allen. They could have gone in there any time they wanted they were the organization. The only thing that Maggie Ward cared about was was the bushes getting watered not about the cats. They are Hitler reincarnated.

This really "fries my grits" - Sheri Allen's ending up being the 'poster child' and FLOCK gets off scot-free!!! :( On the other hand, I so wish that BF would post a copy of the proposed anti-hoarding legislation!!! It would be a model to show folks regarding our parallel case in PA against exploiter/hoarder/scammer Virginia Kresge Justiniano and her 'front' spay/neuter business and socalled sanctuary, "Cats With No Name" in Pine Grove, PA. (For info see my Yahoo Group "CATS WHO NEED JUSTICE" in the "cats"/rescue/etc. section of the Yahoo Groups.) Thanks so much for this update!!!

Hi all,

I encourage everyone to write a letter to each of the Nye County Supervisors, the Nye County DA, each of the the Pahrump Town Council and going up the food chain to the Nevada Attorney General, the Nevada Secretary of State, and the Governor of Nevada. Also below are some Las Vegas TV press contacts – send to them too.

Tell them what you think and how you feel about FLOCK and why they have a history of hoarding that goes back years.

Grass roots efforts are very powerful. The more people are heard from, in writing, the more attention the aftermath of this will get. Take the action, share your letter(s) with those you know and ask them to send their own letter in their own words.

FLOCK has not filed a 2006 federal tax return (form 990). Their EIN is 91-1606075.

Sharon Allen's "Pet Cremation Services" had its corporate license revoked on 11/1/2006 and her "Pet Cremation Nevada" business license was dissolved on 1/13/2006. Her web site still posts fee for cremation services.

I didn't buy the lock story. A well known item at any hardware store is a lock cutter. I can and have used one, and frankly, I'm old.

Sylvia Renee Lyss and Leon Kind OWN the property where this atrocity took place, so there would be no "breaking and entering" if any one had CARED. Maggie Ward and the rest of the board DID NOT ACT to protect these animals that were trapped and placed on this property by FLOCK . Their lives were in FLOCK'S hands.

As it clearly states on the FLOCK WEB SITE, "the sanctuary (if it could ever be called that) is not being run by FLOCK at this time". So they admit that it WAS being run by FLOCK before Nye County and BEST FRIENDS. RIGHT MAGGIE WARD AND THE BOARD OF FLOCK?

Gotta go, I have some letters to write!

Does anyone know why only 13 charges were filed? There were more than 700 cats at the FLOCK location - there were more than 13 cats suffering. There were more than 13 cats that died as a direct result of what happened - or what did not happen. It went on for more than 13 days. It took more than 13 days or 13 weeks for the cats to recover.

The list of 13's or multiples thereof goes on and on. Does anyone know why?

I don't understand why only 13 charges were brought against her, but hope she gets the maximum sentence on each one.

And WHAT is going on in the world that we seem to be having an epidemic of hoarding cases? Just this week, 800 dogs in Arizona and 1,000 cats in Pittsburgh!

I hope the Pahrump case gets a lot of media coverage and gets people to recognize the problem. We've got to have law enforcement, social services, and neighbors! know the symptoms of the problem, and willing and able to step in and stop these hoarders/exploiters before they get going!

OK, I am going to say something here, and understand that I love all of you for your outrage and anger. I have it too. However, I am doing CARTWHEELS over the fact that SOMETHING. ANYTHING, is finally happening. I know it is a drop in the bucket, I know some people are litterally getting away with murder, but this is a step in the right direction, right? Glass is half full?

I sent emails to probably a dozen people asking why nothing was being done to prosecute and make sure it never happened again and got one, one sentence reply. ONE! But at least this is something, and maybe this one thing will raise the awareness a little bit more and lead to one more thing... : )

Statistically speaking, only 1 in 5 cases of this type ever make it this far (charges filed). Of those, only 1 in 5 makes it to trial (most are settled long before). Of those who do go to trial only 1 in 4 are convicted. So the odds are long indeed.

Charges filed in animal abuse case

Pahrump resident Sharon Allen has been formally charged with 13
counts of animal cruelty. The charges are related to her private
animals, which were seized from her residence last August.
Allen faces 11 counts of depriving necessary food or drink and
failing to provide medical attention for upper respiratory infection.
She also faces one count of failing to provide potable water and
confining cats within an unsanitary environment.
On Aug. 1, 2007 Allen was arrested and initially charged with cruelty
to 125 animals after Deputy Dawn Moore and Nye County Animal Control
Supervisor Tim McCarty were allowed onto her property to interview
her about the situation at the For the Love of Cats and Kittens
(FLOCK) sanctuary.
About a month earlier, Nye County took over the FLOCK facility, where
an estimated 700 cats were found with various illnesses. Allen had
been the president of FLOCK, but stepped down two months before the
county stepped in.
Thus far, neither Allen nor FLOCK management have been charged with
improper care at the FLOCK facility.
In an August 2007 Pahrump Justice Court session that spanned two
days, Nye County was successful in getting authority to adopt, care
for or euthanize the cats taken from Allen's home. The animals,
mostly cats, were then handed over to the care of Best Friends Animal
Society to adopt them out. Some of them were reportedly euthanized.
Best Friends was also in Pahrump at the time helping to sort out the
cats at the FLOCK facility.
In a statement filed by the Nye County Sheriff's Office after Allen's
arrest, the environment some of the cats were kept in is described as
having "feces on the table tops, blankets, floor, shelves, desk, in
water and food dishes, on chairs and splattered on the walls. There
were about forty (40) cats in that room and the vast majority of them
were ill, some severely."
Allen has since refuted some of those claims, stating some of the
"feces" is actually caulking used, in one area, to hold a shelf in
place. Other walls are stained, but have been cleaned, she said.
Allen also admitted that her property, where she operates a
crematorium, was never 100 percent clean, but maintains it was not as
filthy as the sheriff's office described it.
In an interview last week, Allen said she was glad when the charges
were filed, saying she will not have the opportunity to prove her
innocence. After her cats were taken, Allen was the victim of crank
phone calls and saw her business revenue drop off.
While she acknowledges some of her cats had upper respiratory
infections, she said at least one came to her property ill and that
she was treating all ill cats with medication, going so far as to
voluntarily drop it off at the animal shelter after the cats were
taken by Nye County. She also showed The Mirror a plastic tub full of
medicine she received from veterinarians to treat various illnesses.
Feline Upper Respiratory Infection has been described as comparable
to the human common cold. It is infectious, but rarely fatal, and
will run its course like a cold, as long as the secondary bacterial
infections are properly treated.
Allen also said she was unsure about the charge for failing to
provide potable water, suspecting there may have been some algae left
in one of the bowls, but that she, or one of her staff, changed the
cats' water daily.

Sheri Allen, known locally for being temporarily in charge of the For Love of Cats and Kittens sanctuary here, faces 13 misdemeanor charges related to animal neglect and cruelty.

The charges involve the condition in which her own animals were found at her home. They do not reflect the animals rescued from the sanctuary last year.

Allen was arrested in early August after Nye County Animal Control officers confiscated over 100 cats from her residence.

The cats, according to the Nye County Sheriff's Office, were found in various stages of ill health and in filthy conditions.

Allen has continually maintained only a few of the cats were ill and were given proper veterinary care.

She has also stated the condition of her home was exaggerated by the media and the sheriff's office.

Allen was originally booked on 125 counts of animal cruelty and was released after posting a $7,900 bail.

"We examined the case and all the evidence, and this is what can be filed," explained Nye County District Attorney Bob Beckett.

He went on to stress the seriousness of the charges, despite being misdemeanors, pointing out that Allen could be sentenced to up to six months for each of the individual charges.

"Ultimately it's up to the judge to decide, but there can still be severe consequences," Beckett said.

Charges have yet to be filed against Allen or anyone else regarding the 700 starving, dehydrated, and mostly sick cats that were found at the FLOCK sanctuary, on Bond Street, last summer.

Animal control officers temporarily turned the sanctuary over to the Best Friends Animal Society.

Best Friends workers and many volunteers throughout the valley camped out at the sanctuary and worked on cleaning it, treating the cats and finding them good homes through a number of adoption events.

The rescue operation, reportedly costing the organization $600,000 and the largest of its kind in the nation, was ultimately successful with the last 15 of the cats being transported to Best Friends' no-kill sanctuary in Kanab, Utah.

Unfortunately, 60 of the cats had to be euthanized.

The question of who is ultimately to blame for the conditions at the sanctuary is one that the district attorney's office (along with Allen and FLOCK) is still struggling with.

Beckett said his office is currently considering filing charges against the nonprofit corporation.

"We're looking to see who specifically is culpable," Beckett said. "We want to be absolutely sure we're charging the right people."

Maggie Ward, president of FLOCK, has said the executive board of the organization became aware of conditions at the sanctuary just before it was reported to animal control.

Ward said in a previous interview with this paper that she believed Allen began accepting more cats than she or the sanctuary could handle.

She also said Allen began allowing only select volunteers into the sanctuary.

The FLOCK board members inspected the shelter last May 28 and found it in what Ward called "horrible condition."

When the board notified Allen of a meeting May 30, Ward said the board members arrived to find Allen and her belongings gone.

Allen maintains that she notified the board of her intent to resign and left the sanctuary and the cats in good condition.

Nye County Animal Control officers reportedly became aware of the facility after a FLOCK volunteer gave them a tip in early July.

Ward has said it was FLOCK that contacted Best Friends prior to county officers contacting the group July 13, 2007.

Cougie_girl, please bottom line this for me, are you saying that you feel that Sharon Allen is exempt from any wrongdoing, any responsibility for the conditions that all those cats were found in, and I don't care if you're talking about Pahrump or her own personal house or property? Are you saying that Miss Allen did nothing wrong?
I'm not trying to gang up on you or anyone else, I'm just trying to get a feel for your position.

To answer all of your questions yes I was someone who was involved in the all of this mess. FLOCK wasn't in bad shape when I left it and that was the day that Allen left. I would have stayed there as a volunteer except the real culprits of this crime were extremely rude to me so I left. They didn't care about the animals. all they cared about was how much money they could get from adoptions. I realize that many of you don't seem to think that it takes a short period of time for things to get like the way that everyone is describing it, but when the cats are in 120 degree weather without the care that they deserve then yes they are going to look like skeletons. People can look like skeletons in about a few weeks out here in the dead of summer.
The cats at Allens house on the other hand is a different matter. Fist lets get one thing straight not all of the cats were in here house there wer several rooms in the office of her buisness for them to roam and a cat house outside where the feral cats on here property were comfortable. None of you seem to understand the fact when you talk about the dehydrated cats that came from Allens PROPERTY NOT house you don't seem to realize that they were all stuffed at least 2 to a cage or trap and then left in them for over 24 hours before being removed to a kennel by themselves. But no you don't take that in to consideration.

Another thing you should ask yourselves if she really lock every bodyout, how come I and other volunteers and visitors get in. Its not Allens fault that the owner of the property is to stupid to know how to use a key. Plus if you actually read some of the aritcles in papers not just on this site you will find that the stories the the FLOCK prez now says are different from the ones earlier. Yes I'm talking about Ward.

The fabulous volunteer that called BF into the HORRIBLE conditions happens to be the one on this site that has a blog. Her name is Denis Davis. Yea she will tell you about how horrible Allen was to her, but she never mentions any of the other organizations she has worked with. Why do you ask because none of them will work with her. They have all kicked her out at one point or another. Even one of the petsmarts that FLOCK used to have adoptions at refused to work with her. How could someone be so wonderful, but hated by every one she works with. Yep and this person also has over 50 cats at her property that are sick and living in horrible conditions but animal control refuses to come and check it out. How do I know this becuse she has been called about several times and by several different people.

So before you all start ganging up on me you might wanna look at yourselves and the people that you think agree with you.

The cats in the laundry room were on a special diet (WD) and medication (metronidizole). You were feeding regular friskies canned food even though you were told not to. As usual, you wouldn't do what we requested, so you needed to leave.

People can look like skeletons in about a few weeks out here in the dead of summer.
The cats at Allens house on the other hand is a different matter. Fist lets get one thing straight not all of the cats were in here house there wer several rooms in the office of her buisness for them to roam and a cat house outside where the feral cats on here property were comfortable. None of you seem to understand the fact when you talk about the dehydrated cats that came from Allens PROPERTY NOT house you don't seem to realize that they were all stuffed at least 2 to a cage or trap and then left in them for over 24 hours before being removed to a kennel by themselves. But no you don't take that in to consideration.

Another thing you should ask yourselves if she really lock every bodyout, how come I and other volunteers and visitors get in. Its not Allens fault that the owner of the property is to stupid to know how to use a key. Plus if you actually read some of the aritcles in papers not just on this site you will find that the stories the the FLOCK prez now says are different from the ones earlier. Yes I'm talking about Ward.

The fabulous volunteer that called BF into the HORRIBLE conditions happens to be the one on this site that has a blog. Her name is Denis Davis. Yea she will tell you about how horrible Allen was to her, but she never mentions any of the other organizations she has worked with. Why do you ask because none of them will work with her. They have all kicked her out at one point or another. Even one of the petsmarts that FLOCK used to have adoptions at refused to work with her. How could someone be so wonderful, but hated by every one she works with. Yep and this person also has over 50 cats at her property that are sick and living in horrible conditions but animal control refuses to come and check it out. How do I know this becuse she has been called about several times and by several different people.

So before you all start ganging up on me you might wanna look at yourselves and the people that you think agree with you.

By the way, neither of these cats died. They are in homes. Also you were told to leave because the cats in the laundry room were on strict diets (WD) and medication (metronidizole). You refused to follow those instructions.

please help me understand something. i gather by the title of ur blog "one year ago today" that on 3/17/2007 was the 1st time that u called animal control about the situtation at flock and that animal control went to check out the situtation and no charges were filed. then animal control went back out to flock in june(i believe) after sheri allen had left flock again no charges were filed? what i don't understand so please help me, how can sheri allen be responsible for the situtation at flock after being gone for some 6wks??? please tell me how that makes any sense at all, unless she is being used as a scapegoat?

this monument is a very nice gesture but does bf have any other memorials for the animals that have passed while in their care?? it makes me wonder whether this memorial was built out of respect for the cats or just as another way to collect monies for bf?? MAYBE WE SHOULD JUST LET THESE PETS REST IN PEACE INSTEAD OF EXPLOITING THEM FOR PERSONAL GAIN.

Anyone who has visited the sanctuary can tell you that we lovingly place all our Bridge kids at Angels Rest and hold individual memorial services for each one, attended by caretakers and those who knew and loved them. You can find many wonderful photos here.



Angels Rest is a very special place and is featured in the Sacred Sites tour.

FYI....on april 14, 2008 sheri allen appeared in nye county justice court and pled NOT GUILTY because she is NOT GUILTY to 13 misdemeanor counts of animal cruelty involving the cats taken from her residence. no charges have been filed against "ANYONE" regarding FLOCK.

Aminvolved, with all due respect, for Ms. Allen to have to appear in court to present a plea, there had to have been charges filed. No one just meanders into a courtroom and makes a plea because there is nothing good on TV that day.

i never said she didn't have any charges filed against her, what i said was she plead "NOT GUILTY" to the 13 misdemeanor counts of animal cruelty filed against her involving the cats taken from HER residence and that concerning flock there have been NO charges filed against anyone to date.

FYI...isn't it innocent until proven guilty and not the other way around?
