Dog Fighting Bill Passes House Overwhelmingly
Changes may still need to be made to the language once bill moves over to the Senate, but passage through the House is another big hurdle cleared

In a 165-6 vote, Georgia’s House of Representatives agreed that dog fighting does not have safe harbor in their state. H.B. 301 has moved swiftly since the session began, first passing the house committee, then through the rules committee, and then almost before anyone noticed the bill hit the floor and was voted on and passed!

This version is still the H.B. 301 that has been sponsored by Rep. Bobby Reese (R-Sugar Hill). For those that choose to watch a dog fight, and are caught, this bill would not charge them with a felony but instead a high and aggravated misdemeanor. While this is not the desire of many, most seem to be accepting of the bill’s language in terms of the spectatorship. A couple of other provisions may need to be re-worked, and Sen. Chip Rogers (R-Woodstock) says he will work with his colleagues on those changes.

So who voted against the bill? Rep. David Lucas (D-Macon) was one of the six who decided that stronger dog fighting laws were not necessary. He claimed that the activity of dog fighting is so deep rooted in many black communities that the proposed penalties would just be excessive. "We've got over 60,000 people in the corrections system now," Lucas said. "I think we take things too far sometimes."

Thankfully the majority of lawmakers did not vote like Rep. Lucas and the bill is now in the hands of the Senate. If all goes well, the Governor’s signature could make the penalties fit the crime before spring.

The six lawmakers who voted no on the bill are as follows:

Alisha Morgan, 39th District
Bobby Franklin, 43rd District
Gloria Frazier, 123rd District
Barry Loudermilk, 14th District
David Lucas, 139th District
Georganna Sinkfield, 60th District

I can understand where Rep. Lucas is coming from, but I don't think that not passing this bill is an appropriate solution to a failing criminal justice system. I mean, using his logic, I could really take things to the absurd and say that we shouldn't have any laws prohibiting anything because there are too many people in prison right now. If he has a problem with the system (which I agree with him 100%, it is broken) then he should be addressing that issue instead of trying to stop the public from fixing other issues. Plus, dog fighting is usually tied up with several other activities which are taken much more seriously than the dog fighting. You can look at just about any dog fighting bust and see that the cops confiscated drugs and weapons too. They'll stick someone in jail for years for owning pot, why not for fighting dogs (and/or watching the fight) too? Is owning or smoking pot really that much more damaging to society than animal cruelty?

First, I don't know what your idea behind the pot statement was. But if your trying to compare the two and tying to make it seem that smoking pot is worse that dog fighting. I don't understand but if what your trying to say that dog fighting is the worse of these issues then I can understand where you are at. Dog fighting is an abomination it shows how cruel the world is. Anyone who thinks its ok to take a loving happy member of this world and force it to kill is sick and needs to go to prison. Anyone who enjoys watching this happen also deserves to go to prison. A person who smokes pot is not a criminal and doesn't deserve to be labeled a criminal.

Sorry if I wasn't clear. I was trying to make the point that there are more people in jail because of the "war on drugs" for something as minor as pot possession than there are people in jail for dog fighting. Dog fighting is WAY worse than pot possession in my opinion. I was just trying to say that I don't think it's appropriate for the Rep to blame animal cruelty laws for filling up the prisons, when the real problem is with the system itself. The only analogy that I could think of was the war on drugs...

I lived in Georgia for quite a while and the politics in that state actually frighten me and I was pleased to see this law pass through without problems but those 6 bothered me to the point of a sleepless night. I couldn't imagine why anyone would vote against it. While I understand Lucas's comment...it is ridiculous at the same time. So because we have too many people in prison right now we should stop making crimes crimes? Wow am I glad that I am out of Georgia. I emailed each one personally and so far only one has responded...Alisha Morgan of the 39th district and she replied to me "do not email me again unless you have real issues about the district" She also went on to say that she is "proud of her decision." Who is this lunatic?

Indeed....after a little more investigating I discovered that she ran uncontested.

It is true that animal cruelty (which includes participating in dog fighting) is worse than pot possession, it does not mean that those who support drug dealers by buying pot do not deserve to be jailed. If you want to see what happens when lawmakers are too cowardly to oppose drug dealers and drug users, come here in Canada wehre it's almost impossible to go to public places in the summer without smelling the stench of pot and where drug dealers get slapped on the writs even when they make hundreds of thousand of dollars a year thanks to the self-centerd drug users who support them.

That really upsets me hearing that Alisha Morgan from the 39th district wrote back that horrible reply that she was proud to vote against the dog fighting bill. We should all email her and let her know how disgusted we are with her actions.

Ok, I'm really not making myself clear. The point I'm trying to make is that the two crimes are connected. In fact, dog fighting is connected to several other crimes that are taken way more seriously than dog fighting is itself. I have a problem with lawmakers saying that dealing and doing drugs is a serious crime, or illegal gambling is a serious crime, or trafficing illegal weapons is a serious crime, yet dog fights, in addition to being cruel, are venues for those other crimes. But for some reason, dog fighting isn't as serious of an "issue to the district" as anything else.

Shamefully ridiculous (lack of) logic coming from someone whose academic pedigree is equally as puzzling: "holds a Juris Doctorate from Mercer University’s Medical School."

Can we say MORON, he probably goes to the dog fights....it's scary when people like him (David Lucas) are in charge!!! When are people going to get it, dogs have feelings and no matter what you say they hurt, they are living beings - GET A LIFE!!!

Wanted to pass this along. I just learned that Amazon.com is selling books on dog fighting. I put in "dog fighting" in the search bar and the first one that came up was titled, "The Dog Pit - Or, How To Select, Breed, Train And Manage Fighting Dogs, With Points As To Their Care In Health And Disease". A few people protesting won't do anything but many voices can get these books off their website. At the very least tell others that Amazon is perpetuating horrible crimes against these dogs by selling books that glorify it.
