New York sells pet friendly license plates to offset spay/neuter costs. Participating vets do spay/neuter for $30

New Jersey offers a statewide program.

Great examples of local/State and National level programs subsidized by using various avenues. Reading would be "food for thought."

Spay USA is an organization that really promotes Spay/Neuter on a national level. They have a lot of information. http://www.spayusa.org/
