Florida mother Dovie Carter and son James Jordan discovered to have 63 dogs, mostly Yorkshire Terriers, in squalid conditions in their two homes. Police called an emergency hearing this morning when the dogs' owners refused to surrender the dogs, despite multiple gross signs of severe neglect.
