TNR now officially legal in Las Vegas valley

It’s official. A county ordinance in the Las Vegas valley makes it legal to trap, neuter and return – or TNR – feral cats.

The measure, unanimously approved by the Clark County board of commissioners on Tuesday, September 16, recognizes that TNR is a preferable method to controlling the numbers of free-roaming cats, rather than euthanizing them.

More than that, the Managed Care of Feral Cats ordinance can be used as an example for other counties and cities.

“It’s so well written that it makes sense for other areas,” Shelly Kotter, Best Friends’ feral cat program manager, said about the ordinance. “It’s a model for other cities and counties.” In addition, Shelly, said, the county will now have statistics and numbers to show that such a program can work.

Commissioner Chris Giunchigliani, who proposed the measure, explained to the board before the vote that sterilizing animals lowers feral cat populations, and, more importantly, solves the problem in a humane way.

Commissioner Rory Reid agreed. In a letter to Best Friends, Reid wrote, in part, “Euthanizing one cat at a time is not the answer. Something else must be done. Thirty-eight states have some form of TNR written into their city and county ordinances. ... These cities, and many more, have embraced this program and are reporting significant decreases in feral cat numbers.”

The move came after several months of discussions and input from animal welfare groups, including Best Friends. “Everybody worked to make this happen,” Shelly said.

Helping pave the way were representatives with Spay Our Strays, or S.O.S., who has worked for years on behalf of cats in the Las Vegas area.

Harold Vosco with Heaven Can Wait, a group also working to help cats in the area, told commissioners before they voted, “You have to control the population. Spay and neuter is the only answer and the only thing that has been proven to work.”

With that, and comments from other members of the community, the board unanimously voted the measure into law.

With the lifesaving law in effect, “It means that those who have been working under the radar to help cats are now recognized,” Shelly said.

It also means that caregivers are now legally allowed to care for feral cat colonies, if they follow provisions by identifying the feral cat colonies to the sponsoring organizations and using all available measures to trap, neuter and return. Within the city limits of Las Vegas, a municipal ordinance already in effect allows TNR. The new ordinance applies to the unincorporated areas of the Las Vegas valley.

“It takes caregivers skulking around in the night and gives them light,” Kotter said. “It’s huge. It gives feral cats worth, and it gives them a voice.”

Does any one know where I can get a copy of the Managed Care of Feral Cats ordinance? I am working with my city regarding the Feral Cats and would like to present them with such a ordinance.

Can someone please help me. I recently went for a job position for Animal Control here in Mesquite, Nevada. I asked them if they practiced TNR in regards to the feral cat colonies here. Their response was a definite no. I have contacted Heaven Can Wait, who in turn directed me to Spay Our Strays ( I'm still waiting for a response). There has got to be someone in the Mesquite area who can direct/guide me to helping these innocent animals. I don't even know where the colonies are or where to begin. Any help would be greatly appreciated.

That beautiful cat pictured at the top is no homeless feral. She is Bright Eyes, one of the 800 cats rescued during the Great Kitty Rescue. She is a loved little girl in a home, and you can see her mom's blog at Bight Eyes a.k.a Disco

It is possible they contributed to the discussion through e-mails, postal mail, and by encouraging communication from others with posts on their websites. While that may be less obvious, it is still contributing.

That may be, but it does not justify donations to BF. If you want to donate, give to the hands- on groups attending the meetings and managing these feral cats. Ones that have been doing it for a long time in Las Vegas. Like Heaven Can Wait, Las Vegas Valley Humane Society and Spay Our Strays. Or your local rescue group. Every town has one deserving help.

BRAVO and grateful for the precious lives being saved. I don't live in the area and have no way of knowing about the claims of posters, but as always in situations like this, I am heartsick over infighting and wish everyone would remember WHO WE ARE WORKING ON BEHALF OF. There is no place for egos in lifesaving work. I'm sure every individual/group has strengths and weaknesses; let's concentrate on the former and SAVE CATS.

I live in Las Vegas, foster cats and kittens and volunteer w/Heaven Can Wait when I can and I have to say it would be great if BF came here to show us "how to do things". Maybe then hundreds of dogs and cats wouldn't be euthanized at Leid every single day. HCWS and SOS and the others are dong the best they can, but if they don't learn to get along and work together instead of each orginization thinking that what they are doing is better than another the only losers are the animals.

I needed help years ago w/an over population of cats in my area and no one in Las Vegas stepped up to help. Not SOS, not the humane society and not HCWS. I sent cats to Kanab, to California, to Kansas, to North Carolina and Arizona. The only local organization that stepped up to help me was Betty Hohn's. They are overwhelmed here-they do need help even if they wont admit it.

Kudo's to BF for what they did in Pahrump-I didn't see any other rescue groups out there in 100 degree heat helping those cats. But BF did.

I'll keep donating and volunteering locally, but I am also going to continue to donate to BF. They do wonderful things for the forgotten-the animals.

Just wanted to let you know that Mesquite is in Clark County. While the city of Mesquite is incorporated, you might check the boundaries of the area to see where the unincorporated areas are. In those areas that are unincorporated, the new Clark County ordinance would apply.

you may give kudos to bf but i personally know that they refused to take in one little stray kitty that was found in my neighborhood in pahrump. we tried to find the owners couldn't and had asked bf if they would take him & they "REFUSED" . also i lived in the las vegas area for many years & never had any trouble finding help with strays or abondandoned cats.
a volunteer helping with flock cats here in pahrump had a problem with ferals cats and asked bf for help with TNR & bf also "REFUSED" to help this lady. now tell me just how much they care about anything but the money they can bring in?

Babara, thank you for the update on Bright Eyes. she's absolutely exquisite! And knowing that she is a save from the Great Cat Rescue just makes her that much more precious!

Goodness, I had no idea that BF was rolling in money, ill gotten or otherwise! Call me stupid, but I will continue to donate. The important thing is that the cats are safe. >^..^<

I don't know the stats for all groups, but HCW did 7000 low cost or no charge spay/neuters and adopted 900 pets in 2007. Sounds like they know what to do, and ARE doing it. I believe their budget was $400,000 last year. What are the spay/neuter stats for BF in Las Vegas? Their donations for 2007 was 35 MILLION. Perhaps HCW and other local groups would be a good example for BF. At least their donations are spent for the animals. Keep your money in your town, where it helps your animals and pet owners.

Included is the Cook Co, IL Managed Care of Feral Cats ordinance, which we modeled after the New Jersey ordinances, and which we FINALLY passed in 2007 on National Feral Cat Day, Oct 16.

Such ordinances are important as they provide protection for the ferals and their cretakers, but a lot of "on the ground", "feet on the street" work is still needed to do the actual trapping, transporting, recovery, dispute mediations, etc. , as you all well know.

HSUS also just posted a new pro-TNR video on their site which I recommend you check out. I think it is very good and may be useful in presentations to public officials, community groups and potential volunteers.

There are things about all the large animal welfare organizations -- such as BF, Alley Cat Allies, and HSUS -- with which I disagree, but they do offer some services and gain visibility with the public that smaller organizations just can't do. It is unfortunate that rivalries amongst groups, large and small -- and sometimes large vs small -- often distract us from our work for the animals.

I was at those Clark County feral cat meetings and if Best Friends representatives were there they must have been incognito as well they might have been since Unincorporated Clark County and the cities of Henderson, Las Vegas and North Las Vegas unanimously rejected your recent offer to move in and show everyone here 'how to do things'. BF just doesn't seem to get the message. We are doing very well without you BF and don't need or want your high handed money grubbing pontificating. Or maybe everyone just saw too much of your underside in Pahrump.

It seems you never seem to see an animal issue that you can't put a self serving spin on to raise money for your already bloated bank accounts and salaries. It doesn't surprise me you are trying to take credit for the feral cat ordinance in Clark County. Not only are you trying to take credit for something you had nothing to do with and reap the benefit of the work of some very dedicated and hard working people you are trying to scavange donation that could or should be given to help Clark County animals. For shame, Best Friends!!!!
