Bill aims at regulating unethical breeders

H.B. 2470 sets a limit of 50 breeding dogs at large-scale production facilities, provides humane care requirements and protects consumers who buy dogs with a disease or congenital defect.
The bill also requires pet stores to reveal a dog's place of origin, health history and registration information. Louisiana, Pennsylvania and Virginia passed similar laws in 2008. Legislatures in Indiana and Washington did so this year.

Specifically, we support quality standards that incorporate strict guidelines to ensure that animals’ physical and mental health thrive. Periodic oversight by an authoritative state or local agency and notable penalties that seriously deters recidivism is important. Also supported are statues stating that failure to comply will result in the penalty that a person or entity no will longer allowed to be in the pet-for profit business.
